I apologize. Turn off WiFi on your iPad. Force close the settings app completely. Restart the iPad, turn WiFi on again and try to download the apps again. Force close settings. Swipe up slowly from the bottom of the screen, about halfway up in the screen, to get to the app switcher. Find the settings app preview window. Swipe it up and off the screen to close it. Then launch the App Store and try to download an app again.
Darn, that was one of my signature moves. Have you tried signing out of iTunes and the App store in the settings, restart the iPad and then try again? Obviously doesn't work I've since reset the iPad completely back to factory settings and in doing so lost some of the apps that came with the iPad mmmmm. I can see them on the App Store my purchases , but lo and behold, I can't download them.
In fact I can't download any app at all. Apparently I believe this was a bug a long time ago, though am confused to why this hasn't been fixed before shipping out a new iPad if this is the case with mine.
