If this is happening instantly, you may want to check that your anti-virus and firewall has exceptions for the game.
Both XIV and your anti-virus will update periodically so how they will interact with each other will change. It may be interfering with the launcher even if it hasn't done so in the past. I'll see if I can figure that out. I don't use any special antivirus or firewall, just the stuff built in to Windows, I'll update this post and let you know if I can figure it out.
