I can't help you with "connectify" though. Unrestricted IDs can be overwritten by other CQs or can be removed by deleting the extra data of the game. This includes unregistered guildquests, friends guildcards, individual messages, streetpass inbox, armor and item sets. There is currently no known valid reason why you would ever do this.
I can't download the quest it's greyed out You still can download them, just mark them with the A button and press X to download.
